In 2022, the Wyoming Constitution was amended to provide for the investment of local government funds in stocks and equities. In 2024, the Legislature enacted Senate File 90, which established a third local government investment pool for the investment of local government funds in stocks and equities. Building on Senate File 90, the Select Committee plans to study alternatives and additional options for the investment of local government funds in equities."

      "description": "The Select Committee will study potential and upcoming staffing needs for the State Treasurer's Office and the selection and approval process for investment managers. The State Treasurer's Office has identified the need to consider succession planning and the Office's ability to seamlessly continue operations in the event where critical personnel retire, leave, or are unable to perform their duties. This concern is most acute for the investment team. In addition, the State Treasurer's Office has identified the need to review how investment managers are selected and approved under W.S. 9-4-718 with an eye toward making the selection process more expedient and efficient. The Select Committee would like to study both issues as we work to make the investment process more efficient with more successful outcomes."

      "description": "The Select Committee will continue reviewing the structure of the investment of Wyoming's permanent and nonpermanent funds to identify efficiencies, reduce complexity, and improve investment returns. In recent years, the Select Committee has studied ways to reduce complexity in how permanent and nonpermanent funds are invested and improve returns. In 2022, the Select Committee sponsored 2022 HJ0005 and HJ0006, which proposed amendments to the Wyoming Constitution to begin the groundwork for moving the Permanent Wyoming Mineral Trust Fund and the Common School Account within the Permanent Land Fund toward a \"total return\" investment model. This year, the Select Committee sponsored 2024 SF0070, which would have modernized the investment structure for the Wyoming Cultural Trust Fund and the Wyoming Wildlife and Natural Resource Trust Account, and 2024 House Bill 138, which removed lower-balance funds from the Pool A investment account. The Select Committee wishes to continue its study of these issues, particularly focusing on educating the public and legislative colleagues about the benefits that may accrue to the state upon the modernization of the investment of permanent and nonpermanent funds. In addition, the Select Committee will review opportunities to better invest the State Agency Pool to improve returns for that account."

The Select Committee will receive reports and updates regarding the Select Committee's statutory duties to monitor state investment activities and reports and spending policies. As part of this topic, the Select Committee will review the audit and report from the study required under Section 320 of 2024 House Bill 0001 concerning the methodology, benchmark selection, calculations, and allocations of performance compensation for investment staff of the State Treasurer's Office and the Wyoming Retirement System. The Select Committee will also make its annual spending policy report to the Legislature and review any other issues that may arise in receiving required reports."
